The Department of Labour and Workforce Development (Department) is responsible for administering the labour legislation of the Virgin Islands, to ensure safe and fair workplaces.
To address the needs of the changing labour market and ensure policies, processes, and standards for employer/employee engagement within the Virgin Islands are adhered to in line with the needs of the territory, and in accordance with the Labour Code, the Department uses various systems and tools to carry out its functions. The following considerations influence its operations and decisions:
- Changing job content and career opportunities for persons entering the labour market
- Recurrent manpower shortage in specific industries and job categories
- Make-up, dispersal, and long-term implications of imported labour
- Availability of training opportunities and avenues for skills development
- Analysis of the causes and consequences of shifts in the labour market
- Likely effects of policies on specific groups, i.e., women, youth, migrant workers etc.
- Impact of global, technological, environmental, and structural changes
- Government’s obligation to support the employability and employment of residents.
